Rose Hipkins and Jenny Whatman Youth Guarantee
Dr. Rose Hipkins and Jenny Whatman
Rose is a chief researcher at New Zealand Council for Educational Research (NZCER). She has expertise in curriculum and assessment, key competencies and secondary education.
Jenny is a senior researcher working in LLN and tertiary education. She is also project manager for the literacy and numeracy assessment tool for adults.
